Definition of ameer/ameera
He/She is the halaqa's leader. He/She is, idealy speaking, the
educator and the planner, who plans for the members' activities,
integrates, and directs their actions in order to reach the specified
goals of the halaqa.

Physical abilities
- Some rational abilities are natural providances from Allah
(s), but developing these abilities can be gained by training.
Smartness can be defined as the ability to abstract, judge, criticise,
and create ideas. And these are some of the signs:
- The ability to use the past experience in dealing with new
circumstances.
- The ability to realise the relations among events and actions.
- The ability to avoid perceptual errors in assesting people
(most of the times).
- The ability to criticise and not to take everything he/she
hears for granted.
- The ability to analyse and get into details.
- The ability to creat new ideas, reactions, and solutions.
Spiritual abilities
- Patience and steadfastness.
- A sensitive spirit which reacts quickly to the effects.
- A common sense for realising beutifulness and ugliness.
- To be ambitious in reaching the highest ranks in everything
(of course with keeping an eye on sincerity to Allah
- Generousity.
Physical abilities
- To have a healthy body and mind.
- The ability to work hard. Fitness and dynamicality.
- The ability to struggle for his/her desires for the sake of
Allah (s).
- The ability to be moderate in his/her (lawful) food, drink,
dressing, and desires. II.
Gained qualities for choosing an ameer/ameera:
The intellectual qualities of an ameer/ameera
- General religious knowledge: Learning about: the previous
revelations and the the difference between the current religions
and Islam, the main principals of Islam, and the most famous creeds
and sects.
- Islamic knowledge: A good knowledge about: the Quran and its
sciences, the Hadith and its sciences, the seera (tradition),
Islamic Fiqh (so as to remove from him/herself ignorance, confusion,
and illusion about the fiqhi matters), the Islamic history beginning
from the age of the companions passing by the different movements
and states all over the Islamic history, about the modern Islamic
movements (their history and their differences), about the current
situation of the Muslim Ummah and the plans to destroy it, and
about the Islamic minorities everywhere and their problems.
- General knowledge: A good knowledge about the different current
political, economical, social, intellectual, organizational, media,
and governmental systems. As well as the world geographical map
and some related information.
The practical gained qualities of an ameer/ameera:
Practicing the da'wa for the sake of Allah (s), with wisdom, good
advice, and debating with the best wordings (as the Quran said).
In the same time, practicing what he/she is ordering others to
do through writing, speaking, or teaching.
The leadership gained qualities of an ameer/ameera
- A good overlooking (which is subsequent to good manners).
- Maturity in thinking, leaving, or taking.
- Giving the true example to others.
- The ability to convince people with making da'wa for the sake
of Allah (s), and teaching them, afterwards, its skills.
- The belief in shura and respecting the others' opinions
- The ability to take a decision in the right time.
- The ability to follow up the activities.
- The ability to change when the change is needed.
A training program for ameers/ameeras
A training program for the ameer and ameeras should be
- Firm in its behavioural content.
- Flexible and dynamic in its practical content.
- Accurate in its managarial content.

The intellectual content
of the ameers/ameeras' training program:
- To fulfil the above intellectual qualities.
- The behavioural content of the ameers/ameeras' training program:
- The ameer/ameera should not only do the mandatories (fara'edh),
but the optional (nawafel) as well.
- The ameer/ameera should not only quit the great sins and sins,
but the shobohaat (controverts) and makroohat (hateful actions)
as well.
- The ameer/ameera should not only reply with an equal action
to those who aggress him/her, but to train himself to forgive
as well.
- The ameer/ameera should not only takes his/her right and gives
his/her duties, but to train him/herself to take less than his
right and gives more than his/her duties.
- To train the ameer/ameera to be kind to his brothers/sisters,
to love them, to forgive their faults towards him/her, to sacrifice
himself for them, and to apply the Quranic manners in all his
actions with them.
The
practical content of the ameers/ameeras' training program
- To train him/her how to practice "education by objectives":
He/She should be able to study and understand the real situation
of his/her brothers/sisters from different sides (spiritually,
intellectually, physically, socially, ...), to put for himself
some objectives for the education (tarbia) of this particular
brother/sister, and to use the halaqa program for executing these
goals. The ameer/ameera should have a time-frame for his plan,
as well as several alternatives and an amount of flexibility in
applying these plans. The training program should ask the ameer/ameera
to go through all these steps and to write reports on his experiences.
The trainers should evaluate these reports and train the ameer/ameera
discussing them with him/her.
- To train him/her how to analyze the current social, political,
and educational situation of his/her community and country, and
how can the Islamic work change this situation to the better.
Also, to analyze the different roots and methodologies of the
different Islamic working movements.
The managarial content of
the ameers/ameeras' training program
- Developing his/her analytical abilities.
- Developing his/her assessment to the value of time.
- Developing his/her abilities to delegate jobs to others.
- Developing his/her knowledge about his/her work as an educator.
- Training him/her to plan (strategically and tactically), to
define objectives, means, vision, and follow ups.
- Training him/her to take decisions and to analyse conflicts.
- Developing his/her abilities to lead others and direct their
efforts towards the pre-defined strategic and tactical objectives.
6.4. The ameer/ameera's jobs in the halaqa
- To give the example of the true Muslim/Muslima, and never
ask his/her brothers/sisters to do something which he/she is not
practicing.
- To connect his/her brothers/sisters to the Islamic values
and principals rather than connecting them to him/herself as a
person. This guarantees the continuity of their work even after
he/she leaves them.
- To stress on taking the Islamic sharia as a judge to all our
actions and options, and not what people agree upon (especially
if it is against the sharia).
- To reinforce conversation and shura, and to avoid dictating
his/her opinion.
- To fill his/her brothers/sisters' times, and not to leave
them without a job for any part of their time.
- To convey -truely- his/her brothers/sisters' opinions about
the system of the halaqas to the leadership of the educational
program, in order to change what is inconvinient or to discuss
with them what is ambiguous.
- To reinforce love for the sake of Allah and confidence of
the halaqa members' towards each others.
- To discover the abilities of his/her brothers/sisters in order
to direct them to the right part of the Islamic work.
- To give a special attention to the intellectual part of the
program, and to put special programs for the members who need
special development.
- To help his/her brothers/sisters in their da'wa missions,
especially the missions which is planned by the halaqa itself.
The ameer/ameera's jobs in the halaqa
